FIRST CHAPTER
Introductory discussion
Introduction:
Price hike is now a matter of deep concern to the people of low income. The people of low income suffer a lot unlikely the other portion of people who are able to, even, take their breakfast at five star hotels. And the percentage of the people of low income is about 40.4% who live under the poverty line and 19.5% live under the abject poverty line (reference: Bangladesh Economic review; 2009).and so, the picture is very much clear that sky rocketing of price of daily necessities drives such big portion of people of low income to a poignant situation. The price of daily necessities has gone far from their affordability. As a result, they have to retrench their consumption bundle significantly or they have to starve. Most notable thing is that income is not being augmented with the equal footing of price hike. So; the subsistence level of living has gone far behind of those unfortunate people. They only now crave for two square of food. So, this miserable condition of living results in malnutrition which actually poses threat to healthy living of those people.And, certainly, this unchecked price hike affects the people in all arenas in getting proper medical treatment as well as economic solvency which finally pushes them to the land of uncertainty.

Statement of the problem:
Price of daily necessities is increasing day by day. In some cases price are being augmented within a days and even in hours. The daily PROTHOM AlO originates a chart of commodities, deploying price respectively, on 4 July 2008,which actually show the real picture of erratic market price. The chart is given below:

Of late, by surveying the market, it is found that the price of maximum commodities has been increased alarmingly in comparison with near past. And during the month of RAMADAN the scenery is more frightening.
►Price of Soya bean oil which is used in maximum in cooking has been risen at least 5 taka at different retail and wholesale market. ►The price of egg has been increased by 1-2 taka which is sold by 29-30 taka ►Price of Beef, mutton has been increased alarmingly which is sold 220 tk and 260 tk respectively.
►The vegetable market along with peeper, onion, garlic are not being followed any consistency in rising price. Potatoes are sold 28 tk per kg ,onion 30 tk per kg and so on.
►Only rice is being found still of tk 24– for two months.
And the augmentation of price of those necessities frightens people in retrenching consumption or to starve for keeping pace with their income. As a result the lives of those people are encompassed with uncertainty and vulnerability.
Rationale of the study:
The study on price hike issue aiming at assessment of the impact of higher price on the mass people is very significant in a sense that it is the most alarming issue like terrorism for the present. so, this issue should be discussed and should be brought to the notice of government providing the information on, in what extent, how the erratic price of daily necessities negatively influence the living standard of mass people. Though Government takes many expeditious initiative but all of those are not able to successfully pull the rope of price. Rather the matter goes, day by day, from bad to worse. Because, initiatives without comprehending the fact are the fiasco to resolve the problem. And my research will aim at to fetch the actual notion of impact of price hike to the notice of Govt. And in this regard, the research on this issue is the demand of present time. Research objective:
There might be various aspects of price hike. But in this research I’ll be forwarded with the following three objectives.
1. To know the socio-economic condition of the mass people.
2. To unearth the real picture of the effect of price hike on the mass people of low income group.
3. To understand the living standard of mass people in comparison with erratic price hike phenomenon.
Research area:
I have chosen the area of my native village-CHANDIPUR expecting that it will be easily accessible for mine will be easily known of the linguistic dialect.
Research methodology:
In my research, I have chosen survey method as it is very authentic in getting data than that of others. Because my research will be conducted on the people of definite zone. And the issue like price hike craves for the survey method as it is the primary source of getting data which is actually need for interpreting the issue of price hike as it is very much mass-linked.

Sampling:
Sampling is the selection of a certain group of people from the population that reasonably represent the totality of the population and by which generalization could be made. As the research area of mine is CHANDIPUR which consists of nine wards, I took random sampling in each ward for ten people. And, in amalgamate, I took 90 people as a whole providing each with questionnaire. And in the sampling I try my best to be impartial and to ensure valid data I try to bring the representative of various group of heterogeneity.
Data collection technique:
In this research I deployed the questionnaire technique in collecting data. Because the people of my research area are not too much educated.For that they are not able to expose clearly what they want to actually mean. And the questionnaire technique has removed this kind of problem.And it was easy for them to opt for without any ambiguity.
Data processing and analyzing method:
The data that were collected from the field was disorderly and unorganized. But in the processing period, data were to organized through different statistical and graphical presentation as number, opinion, percentage etc. And finally by analyzing distinguished information has been originated.

Limitation of the research:
A researcher must have the experiences and profound knowledge o n the definite issue for completing a research successfully.But speaking honestly,as a new researcher experience and profound knowledge have I none.So,while on the process of completing research I faced a lot of peculiar problems.
But one thing was of mine that is my earnest effort to complete the research successfully.Yet, there are some limitations of my research. These are:
(a) There is confusion about whether the real picture of the impact of price hike is presented or not.
(b)Whether the sampling is reasonable or not and whether it ensures the generalization of the fact.
(c)The wrong information could be fetched because the population of my research area is not too much educated. So there is a chance of calumny of information they provide.

SECOND CHAPTER

Theoretical/Conceptual Framework
Theoretical Framework:
I, in this research, will introduce two familiar theories of economics by which I will try to interpret price hike context. The theories are: (a) Law of demand
(b)Law of supply
(a) Law of demand:
The main connotation of this law is-
“When price increases, demand decreases; And when price decreases, demand increases.”
I,by this law, operationalize that the increasing of price decreases the demand.That is price hike compel people to retrench the
consumption.
(b)Law of supply:
The main connotation of this law is-
“When supply increases, demand increases; And when supply decreases, demand decreases.”
I, by this law, operationalize that increasing or decreasing of supply relate to the increasing or decreasing or decreasing of demand. And ultimately it affect the price. Because the rising and falling of demand relate to the price fall and price hike and vice versa.So, it might be concluded that when supply rises,price decreases;and when supply decreases, price rises.And,finally,such price hike affect the livelihood of people severely.
Conceptual framework:
The research problem titled-price hike and its effect on mass people-urges for understanding of the notion of : 1.price hike 2. mass people and 3. effect
1.Price hike:
price hike mean erratic price of market, for the commodities, which gone behind the affordability of people of low income group. Here,by commodity it will be meant the daily necessities of life like: rice, oil, meat, fish, flour, vegetables and so on.
2. Mass people:
By mass people we will be understood those kind of people who are engaged in a low-income sources area. They might be engaged in agriculture, small business, small job like teaching profession which left no opportunity of extra income.
3. Effect:
I will show the effect of price hike in the area of their health, Treatment, education of their children, nutrition level, economic certainty/solvency, savings and above all on the living standard. Effect on:

THIRD CHAPTER
Data processing and analyzing

The research area was, of my research, Chandipur village which is under the upazilla of Sundargonj and the District of Gaibandha.The area is located in north Bengal which commonly treated as ‘MAFIZ AREA’.And,actually,the people of this village are mostly deprived of citizen right regarding with health facilities, transport facilities. The Govt. turns a blind eye to this area in the question of
development. So, from the very beginning of independent Bangladesh, this area, definitely this village does not get the touch of such development works which could be mentioned proudly. It is just like an area which could be termed as THE SON OF ADULTERY. Most of the people are engaged in agricultural sector or day labourer.The income of the major portion of people is very low which generally range from 0 to 5000 per month. So the effect of price hike is a severe, in all arena, on the people of this area.
There are ninety (90) people,from this village, have been selected by random sampling provided them with a questionnaire asking information about different impact of price hike on their health,
Treatment,education of their children,nutrition level,economic certainty/solvency,savings and above all living standard.

In the following all the data collected from the people are being analyzed and being given information about their socio-economic condition along with the impact of price hike in all arena.

From the chart,it is clear that a big portion of people are engaged in agricultural sector which is 46.66% of the total.And,later, 20% people are day laborer.13.33% people are equally doing the job or small business respectively.6.66% people are not identified in what they are actually engaged to.So,undoubtedly it is said that most of the people of this villge are deprived of getting any formal job initiated by Govt.The villagers of this area are primarily engaged in informal job except 13.33% are of formal job.

From the chart, we see 12.22% people are illiterate who does not know how to read or write. And 41.11% of the total are only educated in primary level. And in the other end only 2.22%&8.88% are post graduate and graduate respectively.10%&6% are respectively SSC pass and HSC pass.18.88% of the total are taught from six to ten.As a result,most of the people are engaged in informal job like agriculture,business or laborer as they are not qualified enough to get any formal job. 3. ►Income related information(per month):

From the chart,we can say that 28.88% people earns from 4000 to 5000 at per month which is really insufficient in maintaining daily expenses in keeping pace with price hike.And the striking thing is that 22.22% people who earns at the range of 0—4000,their living standard is needles to mention.Only 6.66%&4.44% people
earns,speciously,at an expected level which is 7000—8000 and 8000—more respectively.21.11%&16.66% people earns 5000—6000 and 6000—7000 respectively.So it is said that a remarkable number of people have a very low income by which it is very difficult to afford a family of 2–3 members,leave alone the more of it.

From the chart, it is clear that only 7.77% people hold a nuclear family in which there only two or three members. And in the other end 46.66% people have a family of 5—6 members. And 8.88%&2.22% people hold a family of 7—8&9—more members consecutively. And the last three percentage;viz:46.66%, 8.88%&2.22% people hold a joint family.And it could be summarized that they don’t take proper family planning.And 34.44% people hold a family of 4–5 members which is between the nuclear and joint family.

From the chart,it is clear that only 12.22% people have aextra source of income whereas 74.44% people have no extra source of income.they only have to depend on their limited income.13.33% people have no say in this regard.And the result vomits as that there is the lack of available sources of income in the village.

It is clear that,putting eyes on the chart,88.88% people knows the fact that the expenses has been increased in comparison with last year.Only 3.33% people admits that expenses has not been increased which pokes the mind to understand that they(3.33%) have to retrench their consumption or anything else.7.77% people have no say in this regard.

From the chart,it is said that 76.66% people recognize the fact that the income of theirs have not been increased.16.66% people admits that their income has been increased.6.66% have not put any comment.So the result is that a big portion of people leads life with a stagnant income though adversely the expenses have been increased.So it is easily conceived that what a painful life they pass away.

From the chart, it is clear that 41.11% people think that price hike affects the education of their children whereas 48.88% do not recognize this. It might be the result of their consciousness of sending children to the school by indebted or retrenching
consumption.Because we have seen before that only a small portion of people have the extra sources of income.So to send children to school they have to either loan or to retrench consumption.10% people abstain themselves from giving any opinion.

10. If Yes, what kind of influence?

From the chart,it is noticed that 56.75% people,from who admits the negative influence on the education of their children,engaged their children in income sources area.And 40.54% people prevent their children from going to school.2.7% people have no say in this regard.So,one thing is clear that this kind of deprivation of children from going to school leave them to the uncertain future. And they became illiterate and became burden of the society at the end.

11. How much, from income, are to expense for maintaining the family?

From the chart,it is seen that 74.44% people expense the total of their income or more than the total income.So, it is very much transparent that The big number of people have no savings.For this they are to be gripped with the vicious cycle of poverty.They have no chance to develop their condition as they have always a null balance ,after consumption,to save. Rather they have to be indebted.Only a poor number i.e. 12.22%&13.33% people have a savings of 20—30% and 10—20% of their income respectively.

It is seen that, from the chart, 30% people passes their life very painfully,24.44% people passes painfully whereas 27.77% people go with good and only 7.77% people are very good in maintaining their family. If we generalize we will see (30%+24.44%)=54.44% go painfully in maintaining their family.

From the chart,it is seen that only a small number of people,5.55% take a mentionable diet generally in a day whereas 41.11% people only feed by rice,varta,daal;27.77% feed by rice, vegetables and 25.55% feed by Rice,Fish/egg,Vegetables.If we measures the diet in terms of calory consisted in,we will see only a small portion of people(5.55%) get the needed calory(2500 kilo calory for adult,2200 for women,1800 for children;Source:Premiar BCS viva guide) for their body. The rest goes under
malnutrition.

It is noticed that 25.55% people think price hike severely affect their consumption level.64.44% people think the opposite.It might be concluded that about them who think that there is not significant effect of price hike on their consumption level,majority of them are to be indebted to keep their consumption level same.As we know,from the previous analysis,only few person people have the sources of extra income or savings.

It is seen that,from the chart,72.22% depend on allopa service prescribed by village doctor; 16.66% on homeopathy and 6.66% on TABIZ-KOBOZ,JHAR-FUK.Notable thing is that only a few percentage of people(6.66%) depend on TABIZ-KOBOZ,JHAR-FUK which is the sign of emancipation of their mind from superstition.But in another end,it is the matter of regret that only 4.44% people have ability to go to the specialized doctor.
16. Does price hike influence negatively to take proper health service you actually need?

service.Either are to be indebted or with the savings they approach to the doctor which they are accustomed to.

From the chart,it is seen that the more emphasize on increasing production is being regarded as minimize the price hike effect.18.88% people emphasize on increasing supply,16.66% on proper Govt. investigation on market,7.77% argue in favour of open market selling and 5.55% urge for uprooting syndicate.Striking thing is that 22.22% people don’t know by what way the effect of price hike could be minimized.

FOURTH CHAPTER
Suggestions for combating price hike

The gross result is that the impacts of price hike a severe on the people of low income or fixed income group. It affects in all arena of human security of those people. In one hand, they are the people of fixed income and no opportunity of extra sources of income. And in another end price is being augmented erratically. So the picture is easily made out that what a exhausted life they lead. It affects in getting proper nutrition, treatment as well as economic security.Govt, with its concerned ministry, tries to handle the price mechanism but all those attempt fall flat. Rather the matter goes beyond the patience. Still there is a complaint against syndicate that make artificial crisis and resulted in supply disruption which finally cause to price hike.
So the Govt. should take the following initiatives with a view to turn it into reality not will be just demagogue or all in talks only: ►In a row of under taking price control measures Govt.should emphasis on the three objects recommended by the renowned economist. These are: (a)Building a system of information and market forecasting
(b)Letting the market forces operate naturally and
(c)Target oriented programs for the ultra poor based on free feeding as well as food for work.

►From the economic point of view, in a country like Bangladesh, where marketing process is in operation through several steps, monitoring the retailer is difficult to come out successful for two
reasons.Firstly,it can not check the pricing of the original producer/importer and secondly, the widespread price monitoring in the retail market can arouse apprehension of price hike in the mind of general people which will induce them to buy more for future ultimately leading to an inflationary pressure in the market. Besides this market is generally amenable to distortion because of the profit maximization motive of the producers. And it only occurs when there is a oligopoly of a few producers, which commonly familiar with SYNDICATE, gripped the market.
So in both cases, market forecasting and uprooting syndicate.Govt should play strategically for the first as well as should be stringent for the second.
►Govt. should avail itself of the opportunity of open economy that can lead to the diversity and abundance of imported goods under the realm of free trade. But keen eyes should be adhered to the importers so that they can not manipulate business only for their own gain overlooking the people’s interest.
►Bangladesh has been facing a huge institutional setback in the price control mechanism while most of the advanced economies of the world which had been following market for a long time, have set strong institutions to monitor market mechanism and repaired it when necessary. The absence of strong institutions literally encourages the giant producers/importers to enhance the price level fraudulently .So, Govt. should introduce, as soon as possible, such distinct
institutions to address this sort of anomaly which is seriously jeopardizing the welfare of consumers.
►Anti trust law should be initiated which is prevalent in the most of the countries of the world.There are two methods of court in anti trust cases:the per se rule and the rule of reason.In the other words,courts ruling consists of two major categories:(a)business behavior that is illegal per se,and (b)business behavior that is judged by standards on the party’s intent the effect the behavior is likely to have.The per se rule is followed in the trial of the case of price fixing by forming cartel or groups.The per se rule is very stringent as to have a particular behavior declared illegal per se,the plaintiff needs only to prove that it is occurred.It is worth mentioning that many firms of those countries are to be fined by the commission for their involvement in illegal activities in price fixing.
►One most successful method for the detection of the anomalies is the leniency program under which the individual firm are asked
individually and clandestinely about its involvement in the price conspiracy and tempted to confess first to enjoy exemption from the huge fine. This is simply the prisoner’s dilemma technique of the game theory which is widely prevalent device to entice the criminal for confession.
►And finally Consumers Association of Bangladesh(CAB) should be more intransigent in getting assurance to maximize their interest. It should press Govt. to take any decision on behalf of them in the question of price fixing by the market.TCB(Trading Corporation of Bangladesh) will play a pivotal role in this regard.

Conclusion:
The recent price hike reminds us that the market is not always plagued by alack of supply;rather some unscrupulous traders are involved with price fixing mechanism.In order to bring them to justice and restoring normalcy in market prices,Bangladesh needs to build up an institution like trade commission as in other countries.Several acts for the protection of consumers rights like anti trust law,which can be implemented by commission,need to be enacted immediately. A strong and efficient institution like trade commission with updated database, capability of prompt investigation and collaborative attitude with consumers will contribute to curb the price fixing mechanism which had already been successful in many countries of the world.Bangladesh should go for establishing such institution as early as possible so that the consumers rights in the country can not be marred further. And only the people of low income will be emancipated from the curse of price hike when all the measures go parallel successfully.
